According to songfacts, the original title and lyrics were "Everybody wants to go to war." The story is that Franky Goes To Hollywood had a single out at the time called "When two tribes go to war." They didn't want to get confused with this song so they changed the lyrics and title to "Everybody wants to rule the world." I wonder whether the song would have known the same success had they kept the initial title?
